After 1990, the Romanian Ministry of Education has failed to promote enabling policies for the reentering on the international market of educational services, even though Romania used to be a significant player on this market (in 1981, Romania was in the world top 15).

Regardless of the rapid international dynamics on the matter, this subject is still not on the working desk of the Romanian Government, and has only caught the eye of few Romanian universities. But, as IHE cannot be done without the basis of coherent governmental policies to ensure the legislative and institutional framework of the process, we have decided to get engaged in this project, within which we propose to do research on the phenomenon from a theoretical point of view; to study the Romanian realities regarding this process; to build a strategy and a plan of actions for implementing it in Romania; to bring our strategy to the attention of the relevant public categories (Government, ministries, universities, national agencies, NGOs, etc.)
